Parliamentary meeting a success!

It was this writer's honour to attend a session of Parliament and be a voting member of its body. There were many issues on the docket, unfortunately all but two had to be tabled until the next meeting, simply because there was much lively debate around the table. Their Majesties the King and the Prince were also in attendance last evening and His Majesty the King said it was the best session of Parliament he had ever had the pleasure of attending. It is this writer's pleasure and honour to bring you, the citizens of New Bergen, the highlights of what was discussed last night. To wit:

1) The Lord Justicar, Monsignor Shostakovich has proposed an examination to be given to all those citizens wishing to qualify for government service. It will be developed by the Lord Justicar and His Majesty, King Alexander I to make sure that all citizens of New Bergen serving in His Majesty's government are truly prepared for their individual roles. There were three areas of examination proposed; knowledge of the Hanoverian Constitution, Knowledge of the Kingdom's history, and an ability to write and understand English fully and well. It is planned that classes to prepare for this exam will be offered at Hanover's University. Until such time as those classes can be scheduled, there will be a series of more informal q&a sessions held by older citizens of New Bergen at the Hangover to teach and to socialise with new citizens. This measure passed by a 7-0 referendum.

2) It has come to the attention of the kingdom that the Council Ministers should be paid a nominal sum for their time and devotion to the King, His laws and His works. Until recently, payments have come from His Majesty's own purse. It is the aim of this measure to pay the ministers from the royal coffers. The sum is still a nominal token, none of His Majesty's ministers expect to be rich from serving at the pleasure of the King. There was some debate about this issue. It was decided that a monthly report should be given to the Lord Justicar about the progress made by each individual minister. In such cases when there is little or no progress, a minister might write about goals that he or she wishes to reach and the steps taken to achieve them. These progress reports will be reviewed and kept for posterity. This writer has offered to post some or all of these reports on this blog for public review, in order for the citizens of Hanover to see the goals, plans and ideas of their council. This measure passed by a 7-0 referendum, also.

Parliament Vandalized!!

The Parliament building in New Bergen has been vandalized by a cowardly dog, it has been reported tonight. This unknown person shot the building up and left prims scattered about. His Majesty reports that nobody was injured in this pointless attack and that everything has been cleaned up, but believes that the attack was perpetrated by someone who knows New Bergen and her citizens. He warns said unknown person that if this attack happens again, a full investigation and banning will occur. His Majesty is now considering forming a Security Force to protect New Bergen from such random, senseless violence again.

Reconstruction Begins

Just hours before the State Opening of Parliament His Majesty viewed the disaster area of the once beautiful cathedral. The clean up and recovery work has already begun.

"It really hurts to see such an important institution take such damage, but no one was hurt and we can recover so I take comfort in knowing that this will make us stronger" - King Alexander

A source close the Sovereign said that he called an emergency meeting of the Privy Council to discuss the situation and has even rewritten parts of his Gracious Speech that he intends to give tomorrow at the State Opening of Parliament.

Royal Ball a Royal Success!

On Sunday, April 27th, His Majesty hosted a ball that celebrated two major events in the lives of the citizens of New Bergen. First, and most importantly was the new exhibitor at the art gallery. The artist at court, Nox Pinion, has procured the works of a relatively unknown artist, Dreamingen Writer. The sketches are quick, unique pencil drawings that feature heads and faces. These works will be on display at the New Bergen Royal Gallery of Art for the near future. If you are an artist or know someone that wishes to display their work, please contact Nox Pinion. The second reason for the ball was to welcome new citizens to the Realm, including this writer. More balls are to be held soon, so please we hope that all citizens will attend the next ball soon!

Disaster Strikes New Bergen

Just hours before the Official State Opening of Parliament a Hanoverians learned of a calamity that has befallen their nation. Most of the Cathedral vanished when a parcel transfer failed! You can see by these photos that the front of church and the alter area look nearly untouched, but the mid section is almost completely destroyed.

His Majesty surveys the damage in these photos.

In a consultation the the Prime Minister they concluded that this is just one of many technological disasters that have happened over the years and this too Hanover shall weather. The reconstruction effort will start tomorrow, and in the mean time the State Opening goes on as scheduled, pending an emergency meeting of the Privy Council.

Renaissance Reredos for the Cathedral

The Cathedral of New Bergen has just had a new reredos installed in the apse of the Cathedral behind the high altar. The reredos has artwork from the famed Maesta altarpiece by Duccio di Buoninsegna from the early 14th century on the lower and upper portions. On the bottom are the Scenes from the Passion of Christ and the top is of the Blessed Virgin Mary surrounded by saints and angels. Don't forget to stop into the Cathedral to see it next time you are visiting. More updates to follow.

Immigration and Consolodation Discussed

Fair Citizens of New Bergen,
It is my pleasure to report to you that his Majesty has recently met with the Prime Minister. Their discussion involved issues of immigration to the Realm. The Kingdom is moving towards consolodating its colonial holdings into the commonwealth and relocating the capital to New Bergen. This is still in the planning stages, and there are many details yet to work out to make the transition seamless, including the proper authorities for the smooth intigration and operation of the Kingdom as a whole. All roles are of great importance to the success of the colony, but the following nine have been identified as critical:
Security - Responsible for keeping griefing to a minimum
Education - Responsible for operating the university
Art - Responsible for promoting the arts
Community events - Responsible for all community events such as Royal Balls, exhibits, openings and so on.
Communication - Responsible for all public communication channels of the colony
Spiritual affairs - Responsible for all religious issues of the colony
Immigration - Responsible for assisting people through the naturalization process
Civil Engineering - Responsible for all the building and scripting
Interior - Responsible for all internal government needs, such as human resources
Of these positions, three have been filled (art, spiritual affairs and civil engineering) and a fourth (communications) is in the process of being filled as I write this. If a citizen of New Bergen wishes to apply for one of the remaining cabinet positions, he or she may apply with the Prime Minister, newly arrived on Second Life, himself. He is known by "Monsignor Shostakovich" in that world. Please be aware of the added responsibilities to Crown and Kingdom that go along with the position.

Royal Couple Hosted At Chancellors Private Home

The Royal Couple was received and hosted to a private party by the University Chancellor.

The Chancellor and his wife greeted the Royal Couple dressed in their finest, and treated them to a tour of their extensive grounds. Her Majesty was very impressed with the gardens, and with the Chancellors wife, K1 Timeless. Sources close to the Royal Couple offered, on condition of annonimity, to confirm that the Queen has planned a shopping trip with K1.

Due to competing scheduled events the Royal Couple had to leave earlier than anyone would have liked. In all it seemed a good time was had by everyone and the Royal Couple hopes to be frequent visitors to the Chancellor Home.

Kingdom Adopts New Constitution

His Majesty gave his Royal Ascent to the Constitution that shall be the highest law of the Kingdom. The constitution has been in the works for many months, and has been delayed more than a few times.

His Majesty reported that "At long last the people of Hanover will not have to rely solely on the good graces of the Sovereign, but rather have a contract in place that protects everyone."

It was ratified in an unanimous vote of Parliament.

The text is as follows:

THE ORGANIC LAW

Whereas for a nation to be ruled by law rather than the ephemeral whim of her leaders, and for the fullness of liberty to be preserved, it is necessary for the laws to be readily and widely known amongst the citizenry;

And whereas in recent years the Kingdom of Hanover has much suffered for lack of reasoned and organized law, it is now proper and needful that her laws, and most especially the laws of her constitution, be codified into a comprehensible document;

Be it therefore enacted by the King’s Most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:―

Part I. Preliminary

1. The Kingdom of Hanover is a sovereign micronation, ruled by constitutional monarchy and a parliamentary government.
2. The heraldry, symbols, anthems, and subdivisions of the Kingdom shall be such as the Parliament determines.
3. The enactments set out in the First Schedule to this Organic Law are hereby repealed.
4. Any modifications to this Organic Law shall be made incrementally and with care, and only by Act of Parliament. No Act modifying this Organic Law shall be passed without the consent of three-fourths of the Members of Parliament.

Part II. The King

5. The sovereignty of the Kingdom shall continue to be freely vested in the King, as the Head of State and the embodiment of the nation’s majesty and permanence.
6. The King shall reign for the duration of his natural life, or until such a time as he may freely and publicly abdicate the Throne. If, in the judgment of the Privy Council, the King has failed to execute his duties as Head of State for a duration of no less than three months, he shall be deemed to have abdicated the Throne; the Privy Council shall communicate such an abdication by means of a public Proclamation.
7. Upon the death or abdication of the King, the Privy Council shall meet secretly to elect his successor from amongst the citizens of Hanover. During the interregnum, the Parliament and other government institutions shall continue to function, and the Privy Council shall execute the duties of the Head of State inasmuch as may be necessary.
8. The King's ministers shall be legally responsible for the actions of the Government. However, the King shall be liable to answer for his personal offences under the laws of Hanover.
9. The King’s natural and adopted family members shall constitute the Royal Family of Hanover, and shall enjoy the highest honour and respect of all Hanoverian citizens. When electing a person to succeed the King, the Privy Council shall give preference to any appointed Heir that may exist, and to the members of the Royal Family.
10. The King shall nominate no less than three people to be his Privy Council. Immediately upon swearing the oath appointed for them, those nominated shall become Privy Counsellors. No person shall be a Privy Counsellor by virtue of his rank or office.
11. Except as otherwise allowed by this Organic Law, the Privy Council shall meet only to give advice on matters which require secrecy in order to protect the Kingdom and its citizens. Disclosing matters discussed in the Privy Council without the King’s consent shall be a treasonous offence.

Part III. The Royal Prerogative

12. Subject to the provisions of this Organic Law, the King shall exercise the supreme magistracy and administration of the Kingdom of Hanover, acting through and with the advice of his ministers.
13. Within their areas of competency, all royal ministers shall have the authority to issue legal documents in the King’s name, exercising his powers under the Royal Prerogative. Issuing documents against the King’s express will shall be a treasonous offence, and a document so issued shall be without legal force.
14. The King shall represent Hanover abroad, send and receive Ambassadors and other diplomatic officers, and enter into treaties with foreign powers. No treaty shall hold force over Hanoverian citizens unless it has been ratified by the Parliament.
15. The King shall protect and administer all digital property of the Kingdom, including the national website and forum; he shall also be responsible for holding such funds as the Kingdom may possess in macronational currency.
16. The King may grant pardons and commutation of sentences for any offence under the laws of Hanover. No pardon may be granted to a minister convicted of maladministration of office, except by consent of Parliament.
17. As the fount of honour in the Kingdom, the King may raise individuals to the Peerage, confer orders of chivalry, and dispense all other offices, honours, and distinctions of the Kingdom. Likewise, the King may confer the privileges of citizenship by naturalizing foreign-born persons.
18. In his role as the Supreme Governor of the Church of Hanover, the King shall appoint the Lord Archbishop of Bergen, and by his advice, such other Bishops as may be required for the better administration of the Church.

Part IV. The Parliament

19. The supreme legislative authority of the Kingdom shall continue to be vested in the Hanoverian Parliament, which shall consist of the King sitting together with the Members of Parliament in a single chamber.
20. At least twice in each year, the King shall summon a session of the Parliament. The King shall have the right to dissolve Parliament, or prorogue it for a period not exceeding two months.
21. Although the King shall be free to speak in the debates of Parliament, he shall continue to express his will regarding legislation by the traditional ceremony of Royal Assent. No Act of Parliament shall enter into force unless it has received the Royal Assent.
22. The King, or a Speaker appointed by him, shall preside at meetings of the Parliament, in accordance with the rules of procedure approved thereby. However, the presence or permission of the King shall not be required to discuss any issue.
23. Any Hanoverian citizen may serve as a Member of Parliament, provided that they have sworn or affirmed the oath or affirmation set out in the Second Schedule to this Organic Law.
24. Members of Parliament shall be obliged to vote in all divisions of the House. If a Member does not vote in three consecutive divisions without giving due notice, he shall be considered to have resigned his seat.
25. The King shall appoint his ministers in the presence of the assembled Parliament, having sought and solicited the nominations of the Members of Parliament. Subject to the King’s dismissal, ministers shall serve until the opening of the subsequent session of Parliament.
26. If the Parliament has passed a motion of non-confidence in any minister, the King shall summarily dismiss him; the other ministers of His Majesty’s Government shall not be obliged to resign in the event of such dismissal.

Part V. The Judiciary

27. The judicial authority of the Kingdom shall continue to be vested in the King, and shall be administered in his name by the Court of King’s Bench, and such other Courts as the King may establish.
28. The Lord Chief Justice shall preside over trials in the Court of King’s Bench; together with such other Justices as the King may appoint, he shall determine all questions of law and fact, and shall render the final verdict.
29. If a trial should arise when the Court of King’s Bench has no permanent officers, the Privy Counsellors shall serve as Temporary Justices, under the leadership of a Temporary Chief Justice appointed by the King.
30. Cases may be brought before the Court of King’s Bench by any Hanoverian citizen. Procedures for the Court shall be determined by Act of Parliament.

The Constitution Act 2006
The Government Act 2006
The Royal Household Act 2006
The Parliament Act 2007

Schedule II. Oath and Affirmation

I, A.B., do swear that I will be faithful and bear true allegiance to His Majesty King Alexander, His heirs and successors according to law. So help me God.

I, A.B., do solemnly and sincerely affirm and declare that I will be faithful and bear true allegiance to His Majesty King Alexander, His heirs and successors according to law.

(Note: The name of the King or Queen of Hanover for the time being is to be substituted from time to time.)

His Majesty Meets with Prime Minister and Archbishop

The three met at New Bergen to discuss the future course of the nation. Now that the constitution is passed the work of turning the colony into productive members of the nation as a whole shall begin in earnest.

They discussed many possible ideas and are still open to any feedback from the public.

Archbishop learns to build

His Grace the Archbishop of Bergen, while discussing the important aspects of the church in the colony and the future of the colony in general was seen with His Majesty practicing his building skills.

Learning to build is an important step in the integration for all those unfamiliar with Second Life as it allows them to become, literally, constructive members of the colony.

This was an excellent display of leadership and guidance on the part of the Archbishop, as well as being of practical value.

Inside of Cathderal Rennovated

The Cathedral was renovated placing a more proper western rite appearance to it with an alter on a dias against the wall.

This tradition better fits the Church of Hanover.

The Archbishop oversaw the renovations and was very pleased with the results. But he did stress that these were likely to be temporary as even grander design has been placed on order.

These changes mean that services may begin shortly at the Cathedral.

His Majesty made a visit to review the work and was also pleased with the result and looks forward to the final cathedral.

Gallery to open tonight!

A building graces the land of New Bergen, looking decidedly modern next to its more medieval neighbors. It is His Majesty's new art gallery, built by Nox Pinion, Hanover's Royal Museum Curator. It is to be dedicated on the 14th of this month in conjunction with a royal ball and His Majesty's birthday, with all invited to welcome the splendor of fine art to the Kingdom. The citizens of Hanover can expect the King and Queen in attendance, the Royal Archetect, and possibly the Archbishop of Bergen as well.
The first exhibitor in New Bergen's gallery is the Curator herself, Nox Pinion. Her artwork graces both floors of this small gallery with big plans. The goal of the museum is to open up a venue for Second Life artists who might not otherwise have a place to display the fruits of their labor. His Majesty has stated to this Royal Crier that any artist that is not hostile to the Crown or wishes to display art in poor taste may do so. Please show your support for the Royal Curator and her new gallery. Her artwork is on display now and will be for the forseeable future. If you or anybody you know have any artwork that you wish to display, please approach Nox Pinion and speak directly with her.

From the Royal Crier

To their Majesties, my Lords, Ladies, and the good people of New Bergen,

I am very excited to be writing my first post to you all. Please, let me introduce myself. I am called Lady Nymala, and I have been tapped by his Majesty to be New Bergen's Royal Crier. It is my job and happy duty to inform you all of the goings on in the kingdom. I will do my utmost to bring you the latest news and happenings as quickly and efficiently as possible. I will also keep you informed and intrigued with news of the vastly different people that populate the realm. I love writing and have been keeping a personal journal since the age of 6, so I will do my best to paint pictures with words, the inkwell my paint, blank page my canvas and the pen my brush. I also am a poet and have been published as a youngster as a promising young writer. Please do not hesitate to let me know how I am doing, I wish to know your honest opinion, good or bad. Thank you to His Majesty for giving me this unprecedented opportunity.

Your humble and observant servant,

Lady Nymala

The Chairman of the Board was appointed by the Sovereign. The officers of Secretary and Treasurer were also appointed by the Chairman in accordance with the Charter, and the executive officer of Chancellor was elected.

The Board then adjourned and proceeded to start the task of building the most illustrious educational organization known in the Micronational world.

Excellent Day!

His Majesty is happy to report that the colony of New Bergen has seriously begun the landscaping project. Here you can see the entrance way from the initial customs point as it leads to the palace. It is now lined with blooming apple trees, and not a moment too soon!

In an unannounced but very welcome visit His Majesty King Vincent III of Morovia was able to visit the colony and was given a tour of the palace. (No photos of the event exist because His Majesty was using a friends avatar and it would have been improper.)

Royal Ball is a Success!

The Royal Ball was a great success with many different people attending and a good time being had by all.

The ball room itself was magnificently made over for the event with a new danceball, a new floor new stained glass windows installed and new banners adorning the whole area. There was an excellent DJ playing a great selection of all the best hits.

The only mishap was the game Panic Ball malfunctioned and was taken out of the ball early. It worked a few times and people had a good time playing it, but it was unreliable.

Everyone had fun and is invited to the next ball.

Univeristy Parcle Identified

The Colony has been in negotiations with a team of folks to assembly a University facility, and things have finally firmed to the point where His Majesty felt we could make the announcement in good faith that the project will proceed to success.

His Majesty has granted the use of a corner parcel to the project. This parcel is one of the more serene areas on the colony and has an ocean view on two sides.

The Royal Charter for the University has been drafted and should be accepted shortly at which point the Virtual University of New Bergen shall come into being.
